VEON’s Beeline Kazakhstan Becomes First Operator in Country to Launch Starlink’s Satellite to Mobile Service
Customers will be directly connected in cellular dead zones, giving a major boost to coverage
Almaty, New York and Dubai [29 September 2026] — VEON Ltd. (Nasdaq: VEON), a global digital operator, today announced that customers in Kazakhstan will now be able to use Starlink Mobile on their smartphones to access apps and messaging in areas without terrestrial mobile coverage. Beeline Kazakhstan, in partnership with Starlink, the world’s largest direct-to-device satellite network, enables resilient connectivity directly to smartphones without need for a satellite phone, antenna, or any other special equipment.
Service works best with a clear line of sight to the sky and can be used in mountains, remote locations, and highways outside cities. During the initial period, the service will be available to customers free to experience.
Customers can activate and manage Starlink Mobile, and access step-by-step guidance, through Janymda, Beeline Kazakhstan’s super app and leading digital platform. Integrating Starlink Mobile into Janymda gives customers a single, familiar place to manage their connectivity alongside the everyday digital services they already use.
The technology is of strategic importance and will help maintain connectivity in hard-to-reach areas and regions affected by natural disasters where terrestrial infrastructure has been damaged or is unavailable. In particular, satellite-to-mobile communications can be useful for emergency and rescue services, road and utility services, as well as tourists, mountaineers, travellers, and people working at sites in remote areas.

In November 2025, Beeline Kazakhstan and the Ministry of Artificial Intelligence and Digital Development signed a memorandum of cooperation with Starlink on the deployment of satellite-to-mobile technology, followed by the first practical trials in December.
