Long-standing advisory partnership expands in scope as VA advances its next generation of community care delivery
Tria Awarded $120M Contract to Support VA’s Veterans Community Care Program
ARLINGTON, Va., Sept. 29, 2026 (GLOBE NEWSWIRE) — Tria Federal, a federal health solutions company with more than two decades of mission experience, has been awarded a four-year, $120 million task order by the Department of Veterans Affairs (VA) to extend and expand its support for the Veterans Health Administration’s (VHA) community care operations.
The award, issued under the Veterans Health Administration, Veteran Community Care (VHA VCC) Program Support Blanket Purchase Agreement, deepens a decade-long advisory and program management relationship that has grown alongside one of the most significant transformations in federal healthcare delivery.
“The Department of Veterans Affairs faces relentless pressure to do more with less, while holding to a standard of care that Veterans have earned through service,” said Tim Borchert, CEO of Tria Federal. “This award reflects the trust VA has placed in our team for more than a decade, and our shared commitment to making sure every Veteran reaches the right care, through the right provider, at the right cost.”
A Partnership Built Over a Decade
Tria’s work in VHA’s programs spans more than twenty years, beginning with Revenue Operations third-party billing, payer negotiation, and claims analytics before expanding into VHA’s community care program over a decade ago. During that time, community care has grown dramatically in both scale and complexity.
During its most recent five-year BPA, Tria’s team has supported requirements development, acquisition strategy, and proposal preparation for VHA’s largest national community care contracts—work covering provider networks, dialysis, cryopreservation, and other specialty services. The team has also managed monthly program management reviews, quality assurance surveillance, and performance accountability across VA’s full national healthcare contract portfolio.
When Tria first began supporting this work, VHA’s annual community care expenditure was under $2 billion. Today, that program exceeds $50 billion annually, a reflection of both the growing needs of the Veteran population and the structure VHA and its partners have built to meet them. That growth also makes the stakes of managing the tradeoffs between managing cost, improving clinical quality, and expanding access to care more consequential than ever.
Expanding the Mission
The new task order expands Tria’s scope to support VHA’s deployment and implementation of its next generation of community care healthcare and ancillary contracts. Key areas of new work include contracts oversight, clinical and program advisory support, network performance monitoring, utilization management, and alternative payment model development.
Central to this expanded scope is VHA’s effort to redefine what network adequacy truly means for Veterans: not just whether a provider is listed, but whether a Veteran can access high-quality care when and where they need it. This mission is growing in urgency, with more than 45 percent of Veteran healthcare encounters now occurring in the community—a share expected to surpass 50 percent in the coming years.
“This isn’t just a contract renewal, it’s a mandate to help VHA build what Veterans need today and for the future,” said Jeffery Brabant, Vice President, Military & Veteran Health, who leads Tria’s community care program support team. “VHA operates one of the most complex health enterprises in the world and has brought in the right leaders and vision to transform it. Our job is to provide the expertise and tools to make that transformation real for Veterans.”
Tria’s work directly supports VHA’s Restructure for Impact and Sustainability Effort (RISE), which is eliminating long-standing silos between direct care and community care to help VHA function as the managed care organization it has become.
